Boil quartered potatoes in salted water, reduce to a simmer, and cook until tender (15-20 minutes), then mash with butter.  Meanwhile, sautée the vegetables in a pan until tender, about 5 minutes (put onions and carrots in first, add peas green chile, and corn last). Set aside, cook meat with worcestershire sauce and then mix everything together, adding water if it gets too dried out. Layer vegetable and meat mixture in a casserole dish or deep cast iron pan. Layer mashed potatoes on top in an even layer, then rough them up so they get peaks to get browned. Bake at 400˚ F until browned and bubbling, about 30 minutes.
